Will an iPod charger (belkin) let you transfer data or only the Apple USB cable?

i have a charger that is belkin and can’t find the apple cable. my ipod isn’t showing up in iTunes or my computer and i was wondering if i can use the belkin charger cord to transfer music

If it’s made for an iPod, it’s the same as the Apple brand.
